The magazine in its Feb 16 issue puts Kuok’s wealth at RM58.11 billion, which accounts for nearly 36 percent of the total wealth of the 40 richest.

The Hong Kong-based tycoon added a whopping RM25.7 billion to his vast fortune last year, due to the higher equity prices of his stable of listed stocks.

It said Ananda Krishnans fortune however registered a marginal drop to RM19.63 billion.

IOI Corporation Bhds Tan Sri Lee Shin Cheng, said the magazine, has for the first time etched himself in the top three position of Malaysia’s richest by doubling his fortune to RM14.94 billion.

Others in the top-10 ranking are Tan Sri Quek Leng Chan of Hong Leong Group (RM11.098 billion), Tan Sri Syed Mokhtar Albukhary of the Albukhary Foundation (RM8.550 billion), Tan Sri Teh Hong Piow of Public Bank (RM8.060 billion), Tan Sri Lim Kok Thay of Genting (RM3.168 billion) and Tan Sri Tiong Hiew King of the Rimbunan Hijau Group (RM3.87 billion).

The magazine said two tycoons found their way to the Top-10 - Tan Sri Vincent Tan of Berjaya Group (RM3.409 billion) and Tan Sri Azman Hashim of Amcorp Group (RM2.87 billion).

“They dislodged YTL Corp patriarch Tan Sri Yeoh Tiong Lay who slips to 13th position (RM1.747 billion),” it said.

Among the notable new entrants to the list is Singapore-based Ong Beng Seng who, at RM1.74 billion, ranks number 14.

The others are Datuk Tony Tiah Thee Kian of TA Enterprise Bhd, Datuk Seri Lau Cho Kun of Gek Poh Holdings, Datuk Lin Yun Ling of Gamuda Bhd, Datuk Seri Liew Kee Sin of SP Setia Bhd and Kwan Ngen Chung of Kwantas Corporation Bhd.

The full list of the 40 tycoons and details of their wealth appears in the magazines Feb 16 issue. Their wealth was assessed based on the value of their stakes in listed companies as at Jan 18, 2008,” the magazine said.

EC chairman Tan Sri Abdul Rashid Abdul Rahman said the election would involve 222 parliamentary and 505 state seats in 12 states except for Sarawak which held its state election in 2006.

He said 10,922,139 were eligible to cast their votes based on the electoral roll gazetted on Feb 5.

Abdul Rashid made the announcement at the EC headquarters here at 11.40am. The announcement was carried live by RTM dan TV3.

The prime minister also advised all the state governments, except Sarawak, to dissolve their state assemblies to enable the state elections to be held simultaneously. He said he had an audience with Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin this morning and had received his consent to dissolve the 11th Parliament.

The dissolution of this Parliament was made 15 months before the expiry of its five-year term on May 16, 2009. The Election Commission (EC) is expected to meet soon to fix the dates for nominations and polling.

Deputy Prime Minister Datuk Seri Najib Tun Abdul Razak, who was present when the announcement was made, expressed the hope that the general election would run smoothly.

He said the Barisan Nasional (BN) hoped to retain the two-thirds majority that it received in the 11th general election in 2004. He said the BN machinery was ready for the general election. “The list of candidates has been fixed,” he said, adding that the BN would field new faces as well as the old guard and would announce the names in a day or two.

Political observers had forecast that the polls would be held early next month, with nominations expected in the last week of February, based on the EC practice of fixing only 10 days for campaigning in several past elections.

Under Article 55(4) of the Federal Constitution, a general election must be held within 60 days of the dissolution of Parliament. However, the EC practice after 1969 has been to hold the election within 16 to 20 days of the dissolution. The 11th general election was held on March 21, 2004, 17 days after the dissolution of Parliament.

A total of 222 parliamentary seats will be contested this time, three more than in the last election due to the new seats in Sarawak following the electoral delineation in 2006. At the state level, 505 seats will be contested.

Before today’s dissolution, the BN held 199 seats in the Dewan Rakyat and the opposition 20, with the DAP holding 12, PAS six and Parti Keadilan Rakyat (PKR) and an independent, one each.

Abdullah said the government dissolved parliament 15 months before the current mandate ended as it wanted a new mandate to continue its development programmes. He hoped that voters would show strong support for the BN in the general election for their own benefit.

“I hope the voters understand the issues in the country, evaluate them objectively and give their votes to BN,” he said.

Abdullah was confident that BN would win big based on the government’s performance and its ability to fulfill its promises to the people. Furthermore, he said, the programs implemented had benefited the people. Abdullah said BN’s record was good as it had managed to continuously raise the living standard of the people.

“The BN government has also managed to improve on its successes, besides having the experience to effectively administer the country.”

On his denial yesterday that parliament would be dissolved today, the prime minister said: “I could not give any clue to the date as I needed to get the consent of the Yang di-Pertuan Agong first before I could make the announcement.”

The Yang di-Pertuan Agong gave his consent to the dissolution of parliament this morning.

Abdullah said: “It is not wrong to dissolve parliament well before the current mandate ends on May 16, 2009.”

The prime minister also said that the dissolution of parliament would not disrupt the Chinese New Year celebrations. Asked on the significance of Feb 13 to dissolve parliament as No. 13 is also Abdullah’s favourite number, he said: “Don’t need to comment on this.” On BN’s candidates for the general election, Abdullah who is also BN chairman, said he had not received the complete list.

According to the Election Commission (EC), the country has 10.9 million voters including about 700,000 new voters who can vote in the upcoming elections. For the first time, the EC will introduce transparent ballot boxes and staining of voters’ thumb with indelible ink in the voting process.

The long-awaited album will be released on Feb 26. The first single from EastToWest is Age Of Pollution, which can currently be heard on the airwaves.

There is an international feel to Ning’s new material. Her album EastToWest, distributed by EQ Music, is the brainchild of Luigi Bajona, (a radio and club DJ, as well as a classical pianist trained at Conservatoire Serge Rachmaninoff in Paris).

Bajona first met Ning in 2002 at one of her many showcases here. Their partnership began in 2004 with Ning touring Italy and Monte Carlo.

After the success of the tours, Bajona and his production partner, DJ Morano, decided it was time to record an international album. EastToWest was done in a “class-tronic” style, which is a mixture of classical music and electronica.

The new album is a new chapter in Ning’s career, which saw her start out as a teen pop star, then sultry disco diva, and later a back-to-basics Malay singer.

All 12 songs were recorded in London last May, with nine composers contributing to the album. The composers included Olivias Cinquemani, Valerio Vincentini, Scobi Ryder, B. Bajona, Marco Morano, Zara Ruban, Audi Mok, Paul Gelsomine and Ad Samad.

With many of the girls at the co-educational boarding school in hysteria, classes for the 600 students of the school were cancelled for the rest of the day.

On Monday, the hysteria repeated itself so the school was closed, and remained so as of yesterday. Many of the students who live nearby have been taken home by their parents, but the out-of-state students had no choice but to remain in their dormitories.

School administrators and the state Education Department did not want to comment, but one of the parents, Mazlan Ariffin, said his daughter said she had seen ghosts flying around the classroom.

“My daughter kept telling me that she saw the figure of a woman wearing all white flying around her classroom before closing in on her. She said she felt a sudden chill just before the ghostly figure reached her, and she just screamed,” he said.
A student named Wati said the incident began just after the weekly school assembly on Sunday morning, when a Form Two girl started screaming uncontrollably, seemingly in fear of something.

“Then other students started to scream and they had to be taken back to their rooms. I felt sick to my stomach and my head hurt so much that I probably passed out. I don’t remember much of what happened after that,” she said.

Another parent, who did not want to be named, said the second day was no better as more students were affected and once again classes had to be cancelled.

“The school told me to come and pick up my daughter. At first she refused to leave and scolded me for no reason. It was only when we were a few kilometres away from the school that she managed to recite the “dua kalimah shahadat” verse and felt fine all of a sudden,” she said.

There have been no classes for four days, but the school is making efforts to bring the situation back to normal.

The announcement was made by former Minister of State Secretariat Moerdiono over a local radio station to the nation after a team of doctors treating Suharto since Jan 4 confirmed the death of the former Indonesian strongman.
Suharto helmed Indonesia, the world’s fourth most populous nation, for 32 years from 1966 to 1998.

Suharto had been in critical state since admission to the hospital on Jan 4.

Earlier today, the team of specialists attending to Suharto said the former president’s condition turned very critical at 1am, with all his vital organs having failed. Suharto was breathing with the help of a ventilator, they said.

Moerdiono said Suharto’s children were at his bedside when he died.

The Women, Family and Community Development Ministry thinks implementation of the alert system is just a matter of formality; that the system is in place and working.

“Actually, I can see the alert system in place, judging by the nationwide efforts to find Sharlinie.

“The response is faster because everyone has learnt the (cost of) delay (in Nur in’s case). Even though there’s no official endorsement of the NURIN Alert yet, I could see the difference — the police acted faster and the NGOs, the public and the media also quickly offered to help,” says its minister, Datuk Seri Shahrizat Abdul Jalil.
Ministry parliamentary secretary Datin Paduka Chew Mei Fun says the efforts put into the search of 5-year-old Sharlinie Mohd Nashar in the last few weeks had demonstrated how the early alert system would be like.

Sharlinie went missing on Jan 9 while walking in front of her elder sister, who was on bicycle. The duo were on their way home after spending time at a playground near their home in Petaling Jaya.

They had just turned into a deserted lane near their house when Sharlinie disappeared and the elder sister, Sharliena, only realised her sister was missing when she looked up from her bicycle.

“Once the alert’s fully implemented, it (the emergency response) will be even better and more comprehensive,” says Chew.

The early alert system is named after Nurin Jazlin Jazimin, who was found dead on Oct 25 last year after she was abducted in August. Her body was found stuffed into a sports bag a month later.

NURIN stands for “Nationwide Urgent Response Information Network ” and it was first proposed by her uncle, Jasni Abdul Jalil, who drafted a proposal with some friends and submitted it to Shahrizat’s ministry late last year.

It was modelled after the United States’ AMBER alert — an emergency response system that galvanises the authority and the community via a comprehensive network to locate missing children.

After receiving the proposal, there have been many rounds of meetings with non-governmental organisations, government agencies and media representatives to get their take.

“It’s part of our administrative procedure before we present something formally to the cabinet. We’ve decided to park the alert system under the Child Protection Policy as one of its components — it’ll be the last module because we’re first looking at more preventive measures,” says Shahrizat.

Once finalised, the alert system would involve several key ministries like Internal Security, Information, Education as well as her own ministry, just to name a few, says Shahrizat.

“Now we’re circulating the policy with the NURIN Alert addition to all the ministries for final inputs.”

The policy will be focusing on making public places safe for children — be it open spaces, at schools or even in the home of the child.

It will also look at the training of officers to be entrusted in implementing the policy.

Sharizat was hoping to have the policy finalised by December but had to postpone it as more and more people wanted to give their views.

But human rights body Suhakam thinks the alert should have been implemented immediately after the Nurin tragedy.

“It’s too slow. I think we tend to react to difficult situations by getting all excited and coming up with beautiful suggestions but after that, there’s no follow-up and things die down,” says Commissioner Dr Chiam Heng Keng.

“It’s like after they found the body, all the excitement died down and they’re not doing anything any more, as if there’s no need to react any more - end of story.”

Chiam believes that if the NURIN Alert had been in place at the time of Sharlinie’s disappearance, the probability of recovering the child would have been much higher.

“Although it’s no guarantee that Sharlinie would be found immediately, the chances would have been much higher.

“We can’t wait for another child to be abducted before they (the authorities) take concrete action.”

Dr Farah Nini Dusuki of the Malaysian Association for the Protection of Children said three or four months were hardly enough time for the government to put such a sophisticated system like the NURIN Alert in place.

“But then again, we are not expecting a perfect system here,” she says.

“I am sure people would be happy just to hear that serious efforts are underway to protect our children.

“When it comes to the issue of child safety, I don’t think any of us can afford to wait any longer.”
